A list must contain at least one data record before it can be associated. --- ### Creating an Association #### From Targeting Module: 1. Go to **Targeting Module** → **Associations** tab 2. Click **'+'** icon in top-right corner 3. Select **List Type** first (enables other fields) 4. Choose **Entity Type** (only relevant entities shown based on list type) 5. Select specific entities to associate 6. Choose **Mode:** Allowlist (include) or Blocklist (exclude) 7.
